Plumbing Permit Guidelines

 

Dear Sir or Madam: 

The following documents must be submitted before a plumbing permit can be issued: 

1.       A completed plumbing permit application; 

2.       Sanitary and storm drain plan; 

3.       Water service and distribution system layout; 

4.       Drain, waste, and vent system layout. 

5.       Note:  Items 2 to 4 shall include size and type of piping to be used. 

A plumbing permit cannot be issued until the Chief Building Official has examined and approved these documents (usually within one (1) business day). 

In addition, all plumbing work undertaken in the Town of Renfrew shall be carried out by a plumber who is certified by the Province of Ontario and licensed by the Town of Renfrew.  However, if the work is being carried out by the property owner, then no Provincial Certificate or Municipal license is required. 

The following stages of plumbing installation will require plumbing tests to establish that construction, repair, renewal, or alteration is in compliance with the Plumbing Code: 

1.       A ball test on the sanitary and storm sewers (prior to being backfilled).

2.       A ball test on the building drains (prior to being backfilled).

3.       A water test on the drain, waste, and vent pipes (prior to installing insulation).  Drains
    below the basement floor slab will require a water test (prior to backfill).

4.       A smoke test, to ensure the plumbing system is air tight (prior to the plumbing system
    being put into use).
 

Municipally licensed plumbers will generally be required to have the Chief Building Official witness only one (1) of the four (4) required tests.  Homeowners will be subject to having all four (4) of the required tests witnessed.  We suggest that you notify the Chief Building Official at least one (1) day in advance of each of these stages of construction/installation so that an inspection can be scheduled and your work is not delayed. 

Failure to comply with these requirements is a violation of the Town’s Plumbing By-law (By-law 57-87) established under the Water Resources Act.  A contravention of By-law 57-87 may result in a fine of up to $2,000.
